The states' elected representatives select the president and vice president to lead a council that in turn guides the president's decisions. All citizens have access to the nation's court system and vote for representatives to sit in the Hall of Congress. Societal freedoms extend to the sexuality of citizens. The NCR's military force protects developing institutions such as law, currency, healthcare, representative and government. A monument was erected at the Mojave Outpost to commemorate the signing of the treaty. In return, the New California Republic would protect the Hoover Dam, New Vegas, and southern portions of Nevada against the forces of the Caesar's Legion. Under the treaty, the Desert Rangers were absorbed into the New California Republic Rangers. The Ranger Unification Treaty was an agreement signed between the New California Republic and the Desert Rangers of Nevada in 2271 at the Mojave Outpost.
They were followed later by Aaron Kimball, expanding to locations such as Oak Creek, One Pine, Owen's Lake, Sac-Town, and Rattletail, Baja. Aradesh served as the first president of the NCR, and Tandi afterward, was chosen by the council and served for 52 years. Shady Sands was renamed NCR and established as the capital, outlawing slavery, gambling, and drugs. The states include Shady, Los Angeles, Maxson, the Hub, and Dayglow, consisting of a population of 700,000. The leaders of Shady Sands, Tandi and her father Aradesh, first proposed the idea of the Republic, and three years after, five states were combined into the NCR by vote. The nation was founded by individuals who emerged from a vault, starting a small settlement named Shady Sands. The flag of the New California Republic features a bear with two heads, based on a pre-War symbol.
